The ends of insulated radials should not be grounded but need to be secured so they don't lift and coil up. I used a ring terminal gently crimped over the insulation (but not piercing it), and a brass four-inch deck screw through the ring and pressed into the ground. The end of the wire isn't touching the terminal or the screw. This is shown before pressing the screw into the ground.
